As you have posted in the XaraXtreme forum I'll assume you want to use vector tools?
You will need to import the image into a new Xara document. Ideally create a new drawing layer (and lock the bitmap layer) then you would hand trace the outlines using the Shape Editor tool (F4). If you try to use closed shapes, which for your example ought to be possible, you can fill them with a click of the mouse, however there are many ways to fill unclosed shapes which are discussed regularly at TG.

If you just want a 'paint bucket fill tool', then you need a (raster) paint program such as PaintShopPro

Have a look at Paul Soderholm's Excellent Tutorial From Line Art to Clip Art Part II in Guest Tutorial 62 for another way to fill in the colors from line art.

If you are feeling really adventurous inkscape development [beta] version 0.46 has a vector bucket fill that will fill bitmap areas - can be tricky to get used to though but it works. This free and unzips onto windows machine as a portable app. You will need 7-zip utility available on site.

and heres the quick way to get the vector shapes

Gary has given link to Paul's excellent tutorial [sledger's link appears broken at present]

however xara's bitmap tracer did not work well for me in this case

I used inkscape - vectormagic and illustrator CS
    should be fine too

There doesn't seem to be much to choose between Xara Xtreme Pro and Paint Shop Pro X to carry out the colouring of this type of image.
The top one was all done with Xara, I used the Xara Bitmap Editor to adjust the contrast and brightness, so that the Xara Bitmap tracer would cope more easily.
The bottom one was all done in PSP X, again adjusting the brightness and contrast so that the fill tool would be less likely to leave any gaps.
    Saludos,
    Bob.

Sure thing Bob - probably the only real difference - one is vector the other is raster....
