if your using dreamweaver, make your images in xara and then use the rollover image maker in dreamweaver

The "Bar Creation" button is on the "Edit" toolbar as well as the Button palette

Go to Window > Control Bars... and scroll down to the bottom of the list and check Button Palette.

Locate the Button Bar button (the three horizontal white bars).

Hold down the Alt key and then drag the button and drop it onto the main tool bar.

You can reposition the button on the main tool bar by holding down the Alt key and dragging the button to a new location.
