colour creation difference

Please can anyone tell me why if a draw a block with a fill colour of C100 M90 Y0 K0 in Xara extreme 3.2 it is very obviously visualy a totaly different shade of blue from one drawn using the same values in photoshop or illustrator?
I dont know if you are aware of the Genopal software but using that to check the colours the values are then shown to be different by value as well as opticaly. I have attached screen shots which show the coulours as defined by the programs and I hope you will be able to see what I mean.
thes reason for the question is which is the correct interpretation of the values C100 M90 Y0 K0 ??
