noob Question: Setting up the graphic size.

I am trying to make a graphic that is 700 x 25 pic, Xtreme
wont let me make one with that small of height. Why is this?

Once i get this graphic made i do i put a border around it?

If you forget to set the width and height when the Rectangle Tool is still selected. When the Selector Tool is the active tool, just unlock the Aspect Ratio and set the Width and Height independantly.
