It's for the amount of space around your page - the grey area. The outer margin or pasteboard. You can use that area just like the page area, but items on it are not printed. (was in the help files)

The setting specifically affects the position of the white page canvas relative to the upper left corner of the Xara workspace.
If you leave the Outer Margin set to a fairly high number, you'll have a big range for panning the page canvas with the Push tool (the Hand icon in the toolbar on the left).
If you set the Outer Margin to 0, the page canvas glues itself to the upper left corner of the workspace and panning (or pushing) is limited to the amount of canvas that's not visible in your Xara window.
Note that changing the Outer Margin from 0 to another value can trigger a warning ("The grid and ruler origin you entered was invalid...") Usually, you can just click OK, and go back to work.
