Welp, I looked at your file and you did the same thing I did originally - just grouped the parts.
When I did that, it would NOT work right - the mouth was all over the place and the eyes were coming out of place.
Seeing that you did it that way, I went to the faces again and grouped each one's parts (AGAIN) and blended (AGAIN) and get this...
    this time it worked.
I don't get it. I did absolutely NOTHING different!

Mebbe originally you neglected to group the components of each shape?

No need to do all that pasting and copying.
Once the blend has been ungrouped, just copy the layer repeatedly.
Then all you need do is delete unwanted objects on each layer.
Or you can create the layers and name them appropriately (1, 2, 3, ...), create your blend, ungroup, select a face, and select the appropriate layer in the layer gallery, and press the 'Move' button in the layer gallery. It is very easy to move objects between layers that way.

    Yup, that is easier still.
I use the 'move' command in illustrations, for some reason it never enters my head in animation mode. Duh.

I don't know if this will help, but Egg did some magnificent tutorials and the link is in a sticky up top of this page.

He has one on odd behavior with the blend tool.

You probably clicked in a slightly different place and it made all the difference.

    Anyway, watch the video.

    Guys,
Even easier is to put the non-moving parts of your animation as background; instead of having them on every frame. When doing larger animations it saves on file size.

When you move parts of the blend to different layers don't they stay put in their place in line in the blend and NOT end up all in the same spot in the animation?

It doesn't matter - to get them all in the same spot, make all frames editable & visible, select all and then arrange/align-centre.

Now, here it happened again. I made the two faces and each is grouped by itself. Then the blend - and just look how it came out this time:
