Xara X1 ... how to make multi-page pdf?

Helen - if the news-letter is only a few pages I would still do it in Xara just as you mentioned - create different layers for the different pages (1-4 etc).

Then Export each layer one at a time as a PDF. After that use the free software below to combine the pdfs into one:
