Save for Web offers more options and a preview.
Save for the web: This option optimises the jpeg so that it can be download from web to page quickly. In other words it compresses the pictures resolution or quality but not the size and PS if you use the thumbnail option you can see the difference and the changes you make in quality and colour depth.

There is also no megadata stored with a JPEG save using "Save for Web", which can significantly reduce file size.
What is megadata?
If I simply want to save the image as is, with no loss of anything, to change at a later time, should I use "SAVE AS", then Baseline (Standard), Quality 12 Maxmum?

If you wanted to save the image as is, with no loss, it would be better to use "save as" then choose a different file format, like psd, tiff, or png... resaving it again and again as jpeg is not a good idea...
To elaborate Grafixmans comment....Jpegs use lossy compression. Not noticeable to the human eye if you don't use too low a quality, but re-editing will show a marked drop in quality when resaved.
Generally, you save as a psd, tiff or png etc so you can re-edit later, then save again as a jpeg for emailing, or displaying on the web.
