I don't think you can. You can try the *.eps import filter but I doubt if it will work.
Photoshop is basically a bitmap editing and painting application and when it saves an EPS file it is usually intended for output from a PostScript device.
If you have a copy of CorelDRAW you might be able to open it using the Postscript Interpreted inport filter.

I would think so. But I am not really sure.
To be honest, Xara's AI import is not that up to date. So unless you are just importing lines and simple shapes, you might not be that successful.
How large is the EPS file? I have lots of different applications on my computer perhaps I can pass it through a few for you until we get it into a Xara friendly format.

the only one problem may will be if your photoshop EPS is in CMYK color mode, if you export TIFF in CMYK mode, xara cant import it correct (Xara still didnt suport embeded CMYK bitmaps)
The only way of decision is to Export like 24bit RGB TIFF then you can import in Xara without problems
