I can reproduce it now. It appears to be related to the Layers Gallery, which does not need to be docked for it to occur.

Reproduces for me if the layer gallery is open and I have any guidelines showing. Doesn't seem to matter whether it's docked or not.

I can reproduce the error at will also.
1. Rulers showing
2. at least one guide line showing
3. have the Layer Gallery showing (docked or not docked)
4. drag a shape off the drawing area so your mouse pointer
is over either a ruler or a scrollbar (if the pointer is not over a ruler or scrollbar the error doesn't occur)
5 release the left mouse button and the error pops up immediately.
Error occurs on Windows 2000 and XP using Xtreme version 2.0e or 2.0f

Yes I see the Layers gallery needs to be visible too docked or undocked. I will edit my first post.
As my layer gallery is always open it didn't occur to me to try it without, but I don't get the error message as the cursor goes over the ruler whne the layer gallery is closed, but I do get an unwanted duplicate of the object dropped at the edge of the page.

Yeah, my layer gallery is also always open as I use a dual monitor setup.
Have any of the devs been able to reproduce this, or is this a known bug?
Yes, this bug is now repeatable and it will be dealt with in due course. I can't give any time estimate for a patch but the fix should definitely be in any future versions.
Thank you to everyone who has helped in investigating this bug.
