I don't Have it done for PSP yet, But I can tell you how to do that in PS......?

New Image,
any size you want, I like 500x500
fill with black
Filters>Noise>add noise
Amount:470
Distribution: Gaussian

Monochromatic:checked

Now!

Filter>Texture>PatchWork
use Default

Then!
Filter>Stylize>Glowing Edges
use Default
Then.......
Filter>Render>Differnt clouds
Do that 2 times
Then,
Filter>Sketch>Chrome
mess around with the settings til you get something you like

Not done yet!

Image>Adjust>Equalize

The go to Image>adjust Hue and saturation
ANd get a color you like!

I think I was doing a tut and pressed the worng filter or something!

Sorry, wasn't able to test it until now. Cool effect! I love the chrome filter, just fun to mess with. I played with the lighting and got an alien skin-like texture
