Can anyone with the knowledge develope a plugin for Photoshop so that it will be able to import Xara files, and still keep the layers?

a Photoshop compatible plug-in for Xara, don't you? So that you can export layers from Xara into Photoshop?

No, I thin khe mean a plu-gin for photoshop, that will take a Xara file and import it layer by layer, keeping those layers in photoshop.

You would have to have access to the Xara X source code in order to be able to convert Xara layers to Photoshop layers.

Also, since Xara is a vector app, the plugin would need to convert the vector codes for each object to bitmap format.

I think that it is possible. But the users here do not have access to the Xara source code. So this would have to be something that might be developed by Xara limited to be included in a future release of Xara X. You can add it to the wish list of future features of Xara X.
