    Consider design workshop lite, a free program:

    It's a full-featured CAD program that I have tried and it offers a good feature set.

    Tell your father to type "R" first. It will bring up the relative (or Polar) input box. Here he can enter the exact sizes he wants. As an alternative, he can also watch the toolbar, it will show distance/angle as he drags the mouse.

    For the price, I don't think you will do better than Autosketch, considering your father's needs.
    If you decide on AS, I highly recommend a book by Paul Jackson from Austrilia. It is titled "Hands on a House". The book guides you thru laying out house plans, from site elevations all the way thru to the trim on the porches, and inserting the bathtubs. By the time you have finished the book, you have drawn a set of complete house plans from scratch. I believe his page is at
