Here is the map with a the states separated on layer 2 and 3.

Thanks to everyone who has provided me with assistance. I am well on my way to accomplishing what I set out to do.

As a way to say thank you, I am attaching a copy of my work in progress. The map shows the various FERC (Federal Energy Reliability Council) Regions in the US.

I am also working on adding the various ISO (independant system operator) control areas, but have only done three of them so far.
