Have fixed my own problem. Itwas a bit of legacy CSS which had not been affecting anything until I made the change to the menu. 3 pixel padding in table.

Have noticed the spaces only come with internet explorer. May be its a CSS thing. Cannot work it out.

How about using dynamic web templates (DWT). They could then edit the pages safely and it wont affect your ability to use Frontpage.
