I've never had any problems getting accented characters. Just hold down the ALT key and use the numeric keypad to type in a 3 digit number. set. Ã* for example is alt 133.

This often happens with the floating menus. Try dragging your Windows status bar to another loaction (ie the right hand side) and this will reveal the missing toolbar. Drag it back into the editing...
