I have a JPEG file cartoon with words coming out of the character's mouth (text in a baloon). I have tried using Xara Xtreme to change the text, but without success. Any recommendations???

Welcome to Talkgraphics.
There isn't any program that can edit text in a rastor (pixel based) image like a jpg, gif, tiff, png. Rastor images are just a matrix of pixels with colour. No actual text or other objects exist within the image. You will need to cover the text with an object the same colour as the balloon then type the text you want and put of within balloon.
Then select all and export to a jpg , gif, or png.
Soquili - that was an excellent recommendation! It worked, and it was so simple. I would have never thought of that approach. I guess that proves the need for being innovative and thinking outside of the box for a solution.
