Any reason why it must be done in Photoshop?

Even without the new text, I can say that yes, this can be done, but...
It would be a lot easier to create a new image with text than to modify this one.... A bald eagle head is not a very difficult image to find. Airbrushing the text outta this would be a lot more time-consuming.
It could be done better, of course, but as an example, the following took about 15 mins.

I reckon I could delete all text within an hour.
That would cost you a very reasonable £10.
I wonder who did the original image and photographed the eagle. I bet they would be thrilled at the changes...
