Need CMYK images
I sent a business card to the printer and the color did not come back right. They told me " I see that you designed your cards in RGB, and they are outside of the CMYK printing perimeters. Because CMYK cannot convert the RGB colors 100% accurately,"
How do I export my images in CMYK format? I am using Photo & Graphic Designer 7

First you need to be working in CMYK color model mode. You can set this for the document in the Colour Editor (Ctrl+E)

Export using the PDFX-1a as well. No matter the color space, it will be CMYK.
Do design in the color space you intend as mentioned above. Do check the PDF following export.

Just be aware that the colors in the PDF file will not be as bright as those on the screen. This is the nature of CMYK color space which is a lot less than RGB colors. You'll have to go with the High Quality (300dpi images) setting as Photo and Graphics Designer does not support PDF/X

So when I take a current document and go to
Options ... View >>> Edit Local Color in CMYK color model
When I export it will it be exported as CMYK or is there something else I have to do? Do I have to change my colors so that they match the ones in Gary's pallette?

I downloaded the palette and the Xara Files are empty! Is that possible?

Yes monica it is possible.
Try the attached file, it is made from Minimiro's template and his CMYK color palette.

When I opened the file it looks empty. Is there something I am missing?

Check out the color line. The colors are in CMYK values. You may need to set your Options > Units > Color Units to percent if it is not already setup.
You may also need to turn off the Remove unnamed colors option.
