For this task a nonlinear editor (NLE) with live switching is what you need. Best bang for your buck = VideoToaster.
Their features page is here: VT Features. It shows what types of tools are used for the compositing you're looking for. It's amazingly easy!
No doubt that VT is the way to go if'ns you have the disposable income to purchase such...
or.. if the budget demands something more affordable while still allowing for quality results then I would suggest Ulead's Media Studio Pro
