I have put all the tools (buttons of tools) on the top toolbar, easy peasy.
Window>Control Bars>Button Palette.
Hold the Alt key and drag the icon onto the toolbar.

That only works correctly for buttons that aren't located in a fly-out menu to begin with.
If you move buttons around that are in a fly-out menu, the Shape tool for instance, the icon in the menu where the button was originally located also changes with it. You also can't get rid of a button that's located in a fly-out menu, so you end up with duplicates as well.

no i'm sorry, that's not the case
i put all the buttons from a fly-out menu into a toolbar and dispense with the flyout one
it's definitely possible
Thank you Big Frank, you're right. When I do it your way all the buttons work as expected. Excellent.
no worries
like you i despise those flyout menus
tptb probably thought it was a move to screen space efficiency
but all it's really done is annoy people
(those that have expressed a preference anyway)
(of course there will always be voices in the wilderness telling us the flyouts are the best thing since the immaculate deception)
(people like that have historically been stoned to death)
(thats why i always enjoyed history at school)
(i subscribe to the spike milligan school of seriosity)
(its cheaper than subscribing to punch anyway)
