I have no idea about doing this in PS. AI takes but a second.
If I was doing this in XDP, I would look on Google for a vector puzzle outline. Bring it into XDP and overlay it. Then slice the objects with the pieces of the puzzle.

I guess I regret making the jigsaw suggestion, because there's an Alien Skin filter that automatically generates a jigsaw overlay:

So, as you can see, there is no artistic obligation for the puzzle edgers to follow the design edges...so, yeah, you could go online, find a blank puzzle temple, vectorize it, and then overlay and offset the design areas.
I'd never even attempt to mount a mosaic piece in Xara, especially not without Gary P.'s tutorial at hand. The only program that offers some automation for crewatring a mosaic based on any photo is Painter:

Gary's tutorial is ambitious and a good one if your main program is Xara. I can't think of a better way to do the effect than he has taught.

I'm perfectly happy with G.P's mosaic tile Gare, I just wanted to see how it would look with a puzzle swatch over it after reading your suggestion, anyhow after doing it, I think I prefer the Mosaic tile as it is, with no puzzle jigsaw :D

Took a couple minutes to find and download a vector set of puzzle pieces. Which are nice because one can also do this to vector graphics in XDP, not just bitmaps.

OMG! You put the jigsaw pattern over the mosaic pattern?! I was thinking just use the jiogsaw on an original design!
Why don't you just take that image now and use a halftone screen on it, and then use DMesh on the result?
:)
Okay; you're the Man, stygg! You decide, and I think most of your fellow artists will support your decision.
I, for one, do. It's important to explore your options, but you also have to decide which are your best ones, right?

The 3 pieces do have their respective locations clipping the bitmap. Not a compo though. Wasn't trying to make art...
I did a jigsaw tutorial or Workbook somewhere. This thread, near as I can tell was featuring Xara tutorials and the results of these tutorials. And not how you can do this kind of thing in some other application. That's what the Graphics (Non-Xara) Forum is for. :)
Thi is me butting out of this thread and my apologies for leading it off-topic, Gary. As far as I could tell, this thread is in Xara Art Gallery, but yeah, I can see how its thrust should be moved to the non-Xara art gallery or off-topic discussion. Shame, though, because traffic has been light on tg lately, and any discussion, in the correct area or not, I'd think would be welcome, just to stir things up.
My Best,
Og
