Open Delta Moon's 'grnstar.gif' in Xara, open up the export dialogue box, select GIF or PNG, scale the view to fit, turn off transparency...
And bingo, there's your border!

PS Oops, simultaneous postings again...
PPS Spotted it when I checked the visible image against its bounding box. The export thing was really just for confirmation.

Makes sense now. I had a "feeling" you were using a large bitmap for a background. You can convert the bitmap to editable shapes and crop the border in Xara with the shape editor tool... or trim it with a rectangle etc...

You can use the options in XaraX to check your background before exporting it and avoid nasty problems with transparent borders.

OK, I have some time to work on it now, yes, that's right, I do have a transparancy over it.
and I actually thought I had them joined. I was doing some other transparancy and I liked the looks when the stars went green, so I dedided to use that as a background.
