I always use the contour tool.
1. Select your graphic apply a one step contour to the width you desire for the border.
2. Convert to editable shapes.
3. Ungroup, and color or fill the back border as you wish.

Judi, Why steps 2 & 3?
Wouldn't you just apply the contour and drag a color to the border?
Simpler. You want the photo to have a consistent black border? Just add the outline to twice the width. No need to cut and paste.
Good Point Bobby. I just discovered something else, if you replace the original with another bitmap of different proportions the contour adjusts to the new shape.
So if you are doing an outline to a series of different photos, just clone the contour to add another bitmap of a different size.
