Can't even do it in AI as it won't feather any shape above 1350 mm. Can I ask what page size are you using to print it from? is it a roll? Normally when I do anything in a lager format I do the same as you did making the rectangle in the guide layer and then in a new layer make place in the crop marks manually. I don't usually bother with putting in the bleed layer but I ask the printer how accurate is their cutting and set my crop marks to their answer which at the moment is 4 mm.

Thanks for the various suggestions. I've managed to produce a PDF of the original file by printing to file as mg suggested (using Jaws PDF). I've also produced a reduced size of PDF from Xara using 1mm=1pix as Soquili suggested.
I've had no problem with this size of banner in the past. I take it to our local sign printer (AllRound Signs) and he prints them off from a roll at full size - in this case 1745mmx820mm.
Thanks for trying with AI, Albacore - interesting that it doesn't work with that either.
Maybe something for Xara to investigate?

I think the limitation is in the printer driver (when producing PDF you actually "print" with the virtual printer) -- PPD (PostScript Printer Description).

I am having a problem similar to that described here. The solutions discussed here don't seem to work for me.
On a page that is A0, I create a rectangle with 24 pt line and a clear
center. I then apply the feather tool (to 0.2 in). When I then
export the page to PDF (300 dpi), the feather is gone in the PDF. I
just get the solid rectangle in the PDF.
Is there an easy solution that I'm missing?

Yes - upgrade to Pro and export as PDF/x
