Fixed page-background, gliding content

I am not so proud of www.knoblimo.com, I show it only to ask if I can create similar effect in XWD6: fixed background and gliding text and pictures.

I've just changed to Windows 7 and downloaded XWD7Tweaks again. It worked very well before, but not now. I get only a Manual.htm in the design gallery, nothing else.:rolleyes:

I want to make a fixed, untiled background. Another thing I should like to make is a semi-transparent body. This body is white, but it is not possible to select it.

I have a question on getting the don't scroll background to work. I downloaded the tweaks package and im trying to create a website with just scrolling content or gliding content. I was wondering if anyone could give me a good tutorial on to implement it properly?
