It would require a lot of hand retouching I think. Because the center area is washed out means there is very little detail to bring out.
You can try adding a duplicate with stained glass transparency with a Circular shape. Make the center of the center 0% and the outside 100%. Clone this several times. It will make whatever is there darker.
